U.C. 0105, 12 years after Char's Rebellion-
"Maftei" has begun resisting the oppressive Earth Federation Government by assassinating cabinet ministers. The true identity of their leader was Hathaway Noah, the son of Bright, who fought alongside Amuro Ray in the One Year War.
Hathaway is reminded of his past trauma by Gigi Andalusia, a girl who displays mysterious powers. Though tossed about by her words, he presses forward with Maftei's objective-preparations for an assault on the Adelaide Conference-but...
Kenneth Sleg, of the Federation Forces, is preparing the support operation for the Adelaide Conference-which he devised himself-and planning the annihilation of the Maftei, when Handley Yokusan of the Criminal Police Organization approaches him with a secret proposal.
And while Hathaway and Kenneth each move toward their respective goals, Gigi also sets off for Hong Kong to fulfill her own role.
